Development Council

In June 2009, a Development Council was established at Passavant Area Hospital to assist the Fund Development office to increase its annual donations, donor base, and planned giving for the future benefit of Passavant.

Why a Development Council?
The Fund Development office at Passavant has limited staff to fully handle all aspects of fundraising for the hospital. The Board of Directors and Management Team support the addition of a Development Council and appreciate the members who are willing to volunteer their time and talents for the benefit of Passavant.Passavant Area Hospital is a not-for-profit hospital that serves everyone regardless of their ability to pay (charity care and bad debt). It also supports the Volunteer Health Clinic that is available for the working uninsured. This amounted to over $12 million in fiscal year 2009.Through the years, changes have occurred in the delivery of healthcare services, and changing levels of state and federal reimbursement. Therefore, the Development Council was formed to assist Passavant in providing strong support so that the tradition of "Friends Caring for Friends" can continue.


How Does the Development Council Work?
The Passavant Development Council is made up of four committees and two sub-committees:

The Development Council is made up of community and business leaders, employees, volunteers, medical staff, and the Auxiliary at Passavant Area Hospital. It serves as a working link between the hospital and the community.  In addition, the Council provides continued financial support to the hospital so that the high level of patient services our communities expect and deserve can be maintained and/or enhanced.

Fred Osburn, Development Council Chair
Fred Osburn of Jacksonville serves as the Chair of the Passavant Hospital Development Council. He retired from School District 117 in 1992.  Fred was former Chair of Passavant's Board of Directors and served on the Board for eight years.  He and his wife, Emy, previously served as co-chairs of the United Way Annual Fund Campaign in 2003.  Fred has been a District Governor of District 6460 in the Jacksonville Rotary Club and continues to support its many projects throughout the year. He is currently a member of the Jacksonville Symphony Society and chaired the recent "Super Conductor" fundraiser. He's also involved with the Salvation Army and Centenary United Methodist Church.
